This is going to be my first tag-tutorial and I hope
you are going to find it of any use. I will be adding more
tag-tutorials soon (like text effects etc).

The only thing you need for this tutorial is PSP 7.

I am using these pictures for this very easy tutorial. (right click
and save target as..)

Open both pictures in PSP. 

We want to add that groovy border of the mask to our
lovely anime picture. Minimize the mask and make sure the anime
picture is the only picture you can see in PSP.

Now, go to your layer palette, right click on background and
click duplicate:

You've made a duplicate of your background. Again, right click on background
and delete the background.

We've only got the duplicate left and that's great. I did this so we
have a transparent background after we've applied our mask.

Okies.....it's time to apply our mask.

Go to mask, new, from image:

You are going to get this window:

Make sure you have mask01.jpg as your source window
and also use the same settings as I used. Click OK.

And there's your wonderful border !!! Now let's save this as a gif
so we are going to preserve our transparency:

Go to file, export, gif optimizer and use these settings:

(colour is #D1AA84)

You should have a transparent border now. This is my end-result:
