For this tutorial you are going to need:

20/20

I used this wonderful picture:

Open this picture in PSP and go to effects, blur,
motion blur and use these settings:

After applying, your picture will look like this:

Save this picture and open it in 20/20. Now
go to image, seamless tile.
Your picture should look like this:

Save it and open it in PSP. Go to effects, edge,
enhance. Voila, another finished background :-)
I hope you like the effect. If you think it's too loud, just
apply a muted background effect after you've applied
the seamless tile effect in 20/20.
