For this background you are going to need:

20/20
Two Moons - Scratch and Sniff

And this is the image I have used for this tutorial:

Open this in PSP (I guess you know the drill by now !!), go to
effects, plug-in filters, two moon, scratch and sniff and
use these settings:

Apply these settings and your picture should look like this:

Save this, open in 20/20. In 20/20 go to image, tile effect and
another background is finished :-)
