For this background you are going to need:

20/20
Filter Factory A

This is the picture I've used for this tutorial:

Open this picture in PSP and go to effects, plug-in fiters,
filter factory a, ripper and use these settings......

Your picture should look like this:

Save this picture, open it in 20/20. Go to image, tile
effect........after applying the tile effect apply the
muted background option (about 50% opacity). This is what
you'll end up with....

And another background finished !!! :-)
