You'll need:

20/20
Funhouse Sierpenski's Filter

And this is the picture I have used:

Open this picture (or one of your own choice) in PSP. Then go to
effects, plug-in filters, funhouse, sierpenski's mirror and
use these settings:

Your picture should look like this:

Save this picture and open it in 20/20. In 20/20 you go to image,
tile effect.

And that's your background :-)
