For this tut you are going to need these plugins:

Filter Factory F
20/20

For this tut I have used this amazing picture:

Open this picture in PSP......then go to effects, plug-in filters,
filter factory f, scrambler and use these settings:



After applying, your picture should look like this:



As you can see there are white lines accross this picture. This
was achieved because my picture had a little white border of one pixel. If
you want to achieve this effect with the picture you are using then you have
to do this: before applying any plugin go to image, add border:

then add a border of one pixel:

do make sure that the background colour is the colour you want
the added border to be :-)

OK, where were we ?!?!?

Ah, after applying the scrambler plugin.....open the picture in 20/20 and
go to image, tile effect. This is what you should en up with:

And this is your finished background :-) Again.........you could go for a toned down
background and apply the muted background option in 20/20 :-)
